As EU Foreign ministers prepare to meet on Monday to discuss a Swedish proposal to recognise Jerusalem as the capital of both Israel and Palestine, the EU accuses Israel of working deliberately to alter the citys demographic balance and sever East Jerusalem from the West Bank. Can the EU play a role in peace making after being marginalised for so long? Or is the battle for Jerusalem already over?
